Why help all Americans with health care reform?

Why do we have to have a bill that wants to help all Americans with health care reform when not all Americans need help and the poorest among us can already get help under the current system. I know someone who had triple byp surgery done and didn't have to pay a dime and are currently paying less than $50 a month for medication. They do not have any insurance. I knew a person who didn't work a day in their life because of disabilities and they had all the healthcare they needed paid for, for over 30 years (including a pacemaker, antibiotics, hospital visits, a kidney stint, motorized wheelchairs, etc). Why do we need to completely change the current system?
